How should college be made more affordable? 

The Goals for Regulating College Tuition by Zeng Xiaodong

1. This article relates to what happens after the college tuition has been set. The article doesn't talk as much of how the tuition is set, but instead how China has been able to keep the same tuition cost since the year 2000. It talks about how it doesn't necessarily matter how it gets its cost for the current year, but how to keep the cost low, and potentially make it cheaper than the year before. It talks about ways to lower cost without losing quality of education, because if a college is cheaper, but the information it provides is "cheaper" then it's not really better for society.
2. This article is almost completely the opposite of my other article which works almost perfectly for my research. I know that there won't be one answer to how college can be made more affordable and the first article talks about the before, or how tuition price is set and this second article is about the after, or how the tuition price is maintained or lowered. I will be able to use a little of each of these articles to come to a conclusion on the best possible way to make college more affordable.
3. Ever since I started going on college visits in high school I have known that tuition price along with most other aspects of college increases every single year, I just didn't know why. This article explains why they go up every year and explains how to make the inflation of college tuition to stay at an absolute minimum. It leaves a lot of things unclear and doesn't even really take the initial price setting into factor which makes me question the credibility, however, considering college tuition hasn't been rising in China I know that the article is very important in making college more affordable.
4. This article mainly talks about tuition cost from year to year, but as a college student I know that there are many other prices that are a large factor of the affordability of college. I would like to know if because tuition prices are staying the same, are the prices of other things such as room and board or books increasing more than they would if college tuition was increasing slightly? What keeps EVERYTHING the most affordable?
